Abstract

Over 5.5 million workers with disabilities, 6 million impoverished and nearly impoverished workers, millions of workers from ethnic minorities and migrant laborers, hundreds of thousands of laborers infected with HIV/AIDS, drug addicts, and ex-offenders reintegrating into society are all present in Vietnam at the moment. Most of these are having trouble making a living. Despite the fact that they still encounter several barriers to employment due to both objective and subjective factors, they have made great efforts to overcome these obstacles and have made significant contributions to business, production, and the creation of material and spiritual prosperity for society. But getting access to social services has never been easy while trying to secure a living.
