Abstract

Governments need legislation in various areas, including proper regulation to facilitate people's livelihoods and businesses, carry out their duties and govern society properly. Therefore, if the government causes damage to individuals in any way by legislation, it should compensate based on civil liability. It should be noted that the civil liability of the government concerning regulation includes both inappropriate regulation and lack of regulation in areas that require law. This article addresses the government's civil liability for lack of regulation in the Iranian legal system.
